A capability describes a bounded operation or runtime contract, such as authentication, records, forms, files, email, payments, or a provider-neutral integration action. Capabilities are not merely UI labels. They carry admission, authorization, runtime, composition, and codegen implications. P2HS remains the authority for whether a project may use a capability and executes eligible operations through managed runtime services.
A capability visible in an internal catalog is not automatically public or generally available. Use the generated admitted reference and project-level availability as the source of truth.
